HORSE SLAUGHTER BILLS REINTRODUCED



THE ULTIMATE BETRAYAL. The US Senate failed America’s horses and the American people by not allowing S.1915 to come to the floor for a vote in 2006. If that had happened, the American Horse Slaughter Prevention Act would have taken effect this year and horse slaughter would have been banned. The same legislation was reintroduced in the Senate as S.311 on January 17, 2007. It's a New Year and a new Congress, but will its members finally do the right thing?

Here we go again! On January 17, 2007, both the House and Senate versions of the American Horse Slaughter Prevention Act, H.R. 503 and S.311, respectively, were reintroduced in Congress. There are now 132 co-sponsors for the legislation in the House of Representatives (The same bill passed last year on September 7, 2006 with 263 votes. All proposed hostile amendments by Bob Goodlatte (R-VA) and Steve King (R-IA) were soundly defeated and the bill was passed as written.)

The rest of this story, however, is now a disgraceful, not to mention, disappointing, part of history. With the overwhelming passage of this legislation in the House, and enough votes to pass in the Senate, the leadership in the Senate refused to allow its version to come to the floor for a vote last year. Consequently, the huge victory won in the House was immediately lost when that happened. Now the entire process has to start all over again.
